Building Control Department

- Ensure Building Plan Applications, Building Certificate of Fitness (CCM), Certificate of Completion and Compliance (CCC) and Temporary Building Permit are approved within the period stipulated in the Client’s Charter.
- Maintain buildings owned by the Council and ensure that it works optimally.
- Ensure Council’s project can be completed according to the schedule, rules and specifications that have been set.
- Ensure construction of buildings in Sepang District is regulated and implemented according to approval.
- Maintain, update and manage data relating to Divisions within the Department.
Function
- Development Division
a. Receive and process building plans for approval and bring them to the Central Committee Meeting
Locally and ensure that applications are processed within the specified period for:
-New Application (Project and Bungalows).
–Additional and Amendment Applications (Renovation).
–Temporary Building Permit Applications.
–Minor Repair Permit Applications (Minor Repair).
–Tent Permit Applications.
b. Receive and process applications for Certificate of Occupancy Qualification.
c. Monitor and review applications for Certificate of Completion and Compliance (CCC).
d. Provide comments on the Development Proposal Report (LCP) for Planning Permission Applications.
e. Receive and process applications for the return of trust funds.
e. Provide advisory services on building and development plan applications to customers.
f. Prepare working papers for Local Central Committee (OSC) meetings twice a month.
g. Prepare and monitor the department’s ISO MS 9001:2008.
h. Update the OSC Online system and attend related meetings.

- Development Control Division
a. Regulate the construction and renovation of buildings to comply with the Roads, Drains and Building Act 1974
(Act 133) and the Uniform Building By-Laws 1984 (Enforcement Notice).
b. Attend public complaint meetings and update e-Complaints so that they can be resolved within the specified time.
c. Function as a building enforcer in monitoring all development projects within the MPSepang administrative area.
d. Monitor and prepare reports for abandoned and problematic projects in the Sepang district area.
e. Collect records for maintenance work for buildings that exceed 5 floors.
f. Attend meetings for the Residents’ Consultative Committee in each zone.
- Project and Maintenance Division
a. Preparation of architectural drawings for Contract, Tender, Quotation and Indented Work documents.
b. Carrying out urgent works (Inden).
c. Carrying out and planning work for new projects under Federal, State and Council allocations.
d. Supervising and monitoring the implementation of projects until completion according to the time period specified in the contract.
e. Coordinating the handover of completed buildings to the Asset Management Division.
f. Maintaining and repairing Council assets so that they function optimally.
g. Inspecting sites and processing claims submitted by contractors.
h. Monitoring and resolving public complaints related to public facility buildings under the supervision of the Council.

Health Enviromental Department

- Implement disease vector prevention and control activities within 2 working days after the complaint is reported.
- Conduct inspections and actions on complaints related to the cleanliness of food premises and related matters within 2 working days after the complaint is received.
- Approve new applications and complete dog license renewals immediately.
- Take action on nuisance complaints related to abandoned premises or overgrown bushes within 60 days.
- Process payment claims from contractors or suppliers within 7 days from the date of receipt of invoices.
- Issue contractor performance monitoring reports for cleaning and solid waste management works every month.
- Make a deposit refund after complete documents are received within 14 working days.
Licensing Department

Objective
- Ensure that the work of processing applications for approval and withdrawal of Business Trades Licensing / Advertising / Hawkers / Entertainment licenses and others shall be conducted in an orderly and efficient manner within 14 working days and immediately (for those who are not at risk) for complete application and complying with the conditions licensing and law relating to it.
Mission
Ensure that the Enforcement and Licensing Department provides the best service to customers to increase the collection of high license revenue to the Council.
Vision
Licensing all types of business licenses available in the MPSepang area and monitoring the licenses that have been approved without violating the stipulated conditions.
Function
- Receive license applications such as Business and Industrial Trade License, Advertising License, Hawker License, Entertainment License, Night Market / Sari License, Temporary Permit and others.
- Process each type of license application within 14 working days for applications that have been completed according to the existing checklist.
- Conduct site visits to new shop premises to see the type of business activities carried out and to see the cleanliness of the shop premises.
- Make a site visit report by providing photos of the shop premises and activities carried out.
- Conduct monitoring, supervision and enforcement for all types of licenses that have been approved so as not to violate the approval conditions.
- Maintain and manage small hawkers through relocation and licensing all identified hawkers.
- Manage and license night market and sari market traders.
- Manage public market traders in Sepang such as in Pekan Salak, Pekan Dengkil, Pekan Sepang and Pekan Sungai Pelek.
- Collaborate with the Enforcement Division to carry out monitoring operations on licensed premises and impose legal action on premises without a license.
- Run the License Inspection Unit to patrol and monitor all areas whether hawkers / shop premises / billboards / unipolles / bunting / banners and others.
- Investigate public complaints regarding licensing.

Legal Unit

- Provide legal advice to the Council on any legislation referred to the department to protect the interests of the Council.
- Provide documentation of delegates of authority to Councilors.
- Responsible for all matters of law gazette is required and amendments to the laws of the existing Council.
- Manage and update departmental reference materials including news, journal entries and so on.
- Monitor the progress of the case for assessment tax arrears by a panel of lawyers.
- Monitor the process of civil case travel by a panel of lawyers and be responsible for handling all matters of civil affairs of the Council whether the form of claim or defense submitted by the court.
- Assist Building Commissioners in the implementation of acts under the Building & Property (Maintenance and Management) Act 2007 (Act 663).
- Review and review agreements so that the rights and interests of the Council are protected.
